"I have been working in the gold segment for 37 years, always seeking to balance social, environmental and financial issues.
My initiatives began in 1993 with the creation of the first booklet in comic book format, aimed at teaching sustainable mining. My main focus was on publicizing the correct use of mercury and other environmental issues, aiming at the development of the two riches.
Today as CEO of D'GOLD, a company committed to environmental preservation and social responsibility.
I firmly believe that it is possible to prosper economically without compromising our precious environment. At D'GOLD, we constantly seek innovations and practices that ensure sustainable gold extraction, preserving ecosystems and respecting local communities. I have always defended the humanization of the mining profession, promoting safe and dignified working conditions.
Our vision goes beyond profits, we embrace the mission of being agents of positive change in our industry. Together, we will continue to follow the path of sustainability, building a future in which economic prosperity goes hand in hand with respect for nature and the communities that are part of our environment. I thank each of you for your partnership on this journey and I count on your joint commitment to a more ethical and sustainable gold sector."
Dirceu Frederico - CEO of D'GOLD dtvm
Story of businessman Dirceu Santos Frederico Sobrinho
Let's highlight, in brief lines, the career of businessman Dirceu Santos Frederico Sobrinho, characterized by his full dedication to maintaining prospecting activities, while respecting workers' health, regularizing the legality of gold mining production, and always respecting the environment and its preservation.
Dirceu Santos Frederico Sobrinho moved to Pará in 1986, at the age of 21, to work in gold purchasing for a São Paulo-based DTVM. He established a gold refinery with the goal of bridging the gap between the secondary and primary gold markets.
In 1990, he acquired a prospecting site and encountered the human and environmental issues associated with this activity.
With the intention of contributing to the rational and humane development of the sector, he founded the Tapajós Gold Miners Association (AMOT) in 1992. Through this association, he organized several prospecting areas to request subsoil documents (Mining Concessions - PLGs, established in 1989).
The impact of this activity was significant, leading AMOT to organize the delivery of the first PLGs with the presence of the Minister of Mines and Energy (Dr. Stepanenco) and the Governor of Pará (Carlos Santos). Additionally, on his personal initiative within AMOT, he created the first educational booklets in comic form, supported by the State Government and the European Community, to educate prospectors on the importance of environmental care, health, and mercury use.
In 1995, he participated in INVEST AMERICA in the United States, as part of the Brazilian Commission of the Ministry of Mines and Energy, aiming to promote the mineral potential of the Amazon and attract international investments for mineral research, especially gold.
He held the position of Municipal Secretary of Mining and Environment of Itaituba/PA in 2002 and 2006. During his last term, he implemented the "Care for Your Treasure" Project, an environmental education initiative for gold prospecting sites, with the participation of UNIDO, a UN department. More than 4,000 people were trained, focusing on health care, environmental preservation, and the correct use of mercury, including its reactivation and recycling.
In 2008, in São Paulo, he created booklets with the same guidelines for prospectors as part of his company FD'GOLD/DTVM's corporate responsibility commitments. These booklets were distributed to the company's gold buyers for dissemination among prospectors in the regions where the ore was extracted.
For all his work, he was elected President of ANORO - the National Gold Association in 2014, dedicating eight years to improving the legality and transparency of the gold market. He contributed to the dissemination of good environmental practices through booklets and educational films.
Under his leadership, ANORO signed an important Technical Operational Agreement with DNPM - the National Department of Mineral Production - to increase the legalization of prospecting sites in the Tapajós region.
In 2017, ANORO presented a request to the then Secretary of the Brazilian Federal Revenue Service, Dr. Jorge Antônio Rachid, for the implementation of the Electronic Invoice for the gold market. This request was reiterated with each change of Secretary of the Federal Revenue Service. In 2019, after a meeting with Dr. José Tostes Neto, then Secretary of the Federal Revenue Service, the request was reiterated again, resulting in the creation of three Working Groups.
Of the above groups, only the Electronic Invoice group showed results, and after six meetings, the draft of the Electronic Invoice system was practically completed. However, for political reasons, Dr. José Tostes Neto was replaced, interrupting the progress, which was only recently resumed, more than six years later, with the implementation of the Electronic Invoice.
ANORO also presented an Open Letter to all federal government agencies related to gold, describing the misconduct and irregularities in the gold market, calling for immediate action.
In April 2019, the businessman was invited by the Civil House of the Presidency of the Republic for a meeting at the Planalto Palace, attended by the then Ministers: Onyx Lorenzoni (Civil House), Sérgio Moro (Justice), Ricardo Sales (Environment), Tarcísio de Freitas (Infrastructure), General Augusto Heleno (Institutional Security), André Mendonça (Attorney General of the Union), Victor Hugo (Director General of the National Mining Agency), and Federal Deputy Joaquim Passarinho (PL/PA), among others. At this meeting, he proposed a new approach to prospecting in the Amazon to the Federal Government. He suggested using the helicopter and pickup truck infrastructure of IBAMA, ICMBIO, and ANM to conduct a census and register all prospectors, diagnose the status of mining rights legalization, and provide guidance on duties and responsibilities regarding environmental conservation. He offered all the material developed by ANORO to help the government organize prospecting activities and improve workers' professional skills.
He warned the Federal Government about the risk of mixing the prospecting issue with the indigenous issue, stressing that gold extraction in indigenous lands is illegal and harms the external image of the government and the country, as well as the legal gold market.
As President of ANORO, the businessman met with the then Vice President of the Republic, General Hamilton Mourão, in June 2019, requesting a Diagnostic Study of Prospecting in the Amazon to guide the development of public policies aimed at regularizing prospecting activities sustainably and responsibly, and that the government should legalize prospecting where permitted in titlable areas.
This study was conducted and is published in the Official Gazette of the Union, with its instructions and conclusions potentially being turned into public policies.
The extensive life history and numerous projects presented by Dirceu Santos Frederico Sobrinho reveal his indisputable suitability and deep commitment to the preservation of the environment, the humanization of mining and the legality of gold extraction over 37 years.
Its trajectory is marked by significant initiatives that aim to reconcile the development of mining activities with environmental responsibility. It is crucial to highlight that all allegations and journalistic articles published on the internet, which seek to discredit this legacy, lack proven foundation.
To date, none of these allegations have been duly proven, and the corresponding cases remain pending in court, awaiting a final judgment that, without a doubt, will be able to attest to the integrity and dedication of Dirceu Santos Frederico Sobrinho to the environmental cause and the ethical improvement of mining activity.
